Acting upon the discovery of Nikola Tesla that X-rays have a stimulating effect when turned upon the human brain, why does not some one turn a cathode upon the party in power? In order to have a stimulating effect the Roentgen rays must have something to stimulate, and the general opinion is that the party in power has not shown itself possessed of the necessary foundation.
