27 Steel and copper screened rooms are designed to completely shut off all magnetic, electrostatic and electromagnetic radiation, but afford no protection at all against ELF field waves. Such radiations are associated with geo-magnetic disturbances, weather perturbations, electrical appliance discharges and seismic movements. They have an abnormal ability to propagate long distances without appreciable attenuation. There is much experimental data showing that these fields can influence behaviour, ambulatory behaviour, oxygen uptake, endocrine changes, cardiovascular functions, and blood clotting. With Tesla called his most advanced development equipment, the "Tesla Magnifying Transmitter". it, he claimed, it was possible to magnify the power dispersed from the apparatus manyfold. This has about it the ring of "something for nothing" and of defying the laws governing the conservation of energy. It has generally been interpreted as meaning magnifying the 'effective' power, - a very different proposition. However, there is a phenomenon of radio broadcasting that occurs in the high arctic and in Antarctica in which radio waves appear to be trapped between two layers of ionisation in the ionosphere and propagate over considerable distances, giving rise in the process to Doppler frequency changes that impart an audible tone to the received signal when demodulated. They are known as "Whistlers". Dr. Robert Helliwell at the U.S. Antarctic research camp known as Siple Station has undertaken extensive experiments to elucidate the behaviour and mechanisms of "whistlers". His results show fairly conclusively that radio waves can be magnified up to 1,000 times in the ionosphere. Details of his findings have been classified. Why? The Pentagon has contracts with Golka Associates to carry out Tesla's experiments, but these are ostensibly for application to fusion research. However, fusion research lies entirely within the jurisdiction of ERDA; the D.O.D. is not involved. There is much support for the notion that the Pentagon is up to more than meets the eye. During the second week of January 1978 an official delegation from the U.K. was in the U.S.A. to discuss the events covered herein and to exchange information and ideas with U.S. investigators.
