11 The Office of Science and Technology in the United States government, concerned as to the cause and nature of these explosions, in collaboration with the Pentagon, polled all the relevant government. agencies as to whether they were responsible for them. None could give any explanation and all denied responsibility. Dr. William Donn a Columbia University Acoustics Scientist said the blasts are unlike anything ever heard before. On December 27th, President Carter called for a full report. There is no evidence to link these explosions with the Soviet experiments in electromagnetic radiations, but there has been some speculation that they may be an unpredicted and entirely accidental by-product of Soviet attempts to set up a standing wave off the Atlantic coast similar to that on the Pacific side. Apparently such explosions would not be inconsistent with the tachyon theory and, in particular, since the excess energy released in the formation of electron-positron pairs appears in the form of photons, the light flashes observed can be accounted for. This explanation at the moment is extremely tenuous since there is no confirming evidence and the formation of electron-positron pairs is postulated to occur at the source of energy in the presence of the 100 million volt electrical potential. It is a situation in which one has to keep an open mind, particularly as mysterious explosions of the type referred to here are not new. There are bona fide records of them having occurred at infrequent intervals elsewhere in the United States over the past 200 years. The following is an excerpt from a report in the New York Times dated December 23rd, 1977:- Three weeks of mysterious blasts along the Eastern Seaboard have led scientists to explore a number of explanations, but all they seem to agree on is that the blasts are strong and atmospheric, originating tens of miles offshore. The latest booms were heard yesterday morning off the Carolinas and Wednesday night off the New Jersey coast. The Pentagon, in fact, denied any knowledge of the blasts, apart from press reports, and said it had no explanation for them.
